Just a few quick and dirty answers to be helpful in the process of understanding:
The dream box can decrypt nearly all encryption standards if a) a CI module is available for that encryption standard and b) you are willing to invest 50 – 100 € to buy it.

The Austrian law … well: you are right: if you buy an adult DVD you have to make sure that it is kept unavailable for minors. Else you’re colliding with the Austrian “Pornographiegesetz” and you have good chances to have a nice holiday on tax payers costs …

There is something interesting in laws: they are always formulated in a very interpretable language to cope with technical changes without the need to change the law to adopt to the new situation. Therefore there is no list of accepted encryption systems. Therefore there is no literally written definition of what you’re asking for. So maybe you will like to take a look at the license granting documents (also published on the pages of the rtr) for an encrypted channel. For example: [hidden link - please register]

Gemäß § 5 Abs. 4 PrTV-G wird die Zulassung gemäß Spruchpunkt 1) unter
der Auflage erteilt, zur Gewährleistung des Schutzes von Minderjährigen

According to xxx PrTV-G is the license granted under the obligation to protect minors according to $ 32 PrTV-G by encrypting the program with a, to the current state of technology, secure encryption system. Fe(!)rthermore xyz has to make sure that the specific access granting hard- and software is only traded to end customers after the legal age of the customer has been proved. (Quick and dirty translation)
Maybe this gives you an idea how the specification of the encryption system mentioned in § 32 has to be interpreted.
About the English language version: no idea. Maybe someone else could help out if he likes.

To the rest of the post:
Times are changing :). Just accept that they have to be a little less strict than they were in the last two month.

I think there are three laws.
1) the law of the license.
2) European law.
3) The law of the country of the company that manages the satellite.

Sorry but It's difficult to understand.What kind of law is it ?
Then Austrian people are not allowed even to buy a xxx dvd because their son could find and watch this dvd ( ??? )

However,if it's as you said, then a table of accepted encryption systems should exist. Can you tell me, please, where I can find it ? Another courtesy: can you tell me,please, where I can read the Austrian law (in english) ?
I ask you this because I think these rules are a little "mysterious":

a)I said " honest ",not "good" , and you know what I refer to.
b)True.There is absolutely no need to encrypt a program like this (crap) .

I am 100% agree with HVB
but also with Ticky and thomas
for ETV, the principal is to flood as many countries as possible in this way, they are about to capture a lot of viewers and revenue, but only for a time when all the world will understand that ETV is a scam it will be the end.

A good manager would never do such a stupid think like encoding a program like this.

A good encription system costs a lot of € in licensing fees and you will have to use more than one encription system. Why? Because a lot of sat receivers are delivered by the pay tv companies. Unfortunately the use different encription systems throughout Europe ... If you go for some cheap and exotic encription system and offer it as abuild in encription system in low cost sat receiver like it was recomended in here, you will not only lose all the ones using fta boxes, but also all the ones using the pay tv provider delivered boxes and I doubt that there will be many folks that will bin their DM 8000 HD PVR Dreambox to go for a supermarket grade receiver just to watch etv.

So instead of 150 million possible viewers you will end up with a few thousend, consider yourself what this will do for the balances ...

The only reasonable way to do encryption is to be included in some of the basic services of the large pay tv operators and offer some warmer content there additional to the fta stuff, but I doubt that the increased costs (you don't get into those services for free) will be compensated by increased call activities.

Conclusion: there is only one choice that makes economic sense: stay fta and comply to the rules.
If you can't generate enough income from that, close or better change your concept and do something totaly different and fresh.

I just want to put in evidence the way of thinking of a honest manager who wants to be in the market with a good product.
What can we see ? A manager who is in the market.

I think if the easy to use encryption system and encryption keys were leaked to the Internet
will have channel see all the viewers but it is not subject to the rules or control

My suggestion would be even more effective: simply close the channel, sell all the studio equipment over ebay to the few remaining fans and the girls as slaves to the ruler of some remote feodal country where they would soon be forgotten. This way Mr Ressel would make at least some money, this board would become less of a outlet for the utterly desperate and it would certainly be to the benefit those that somehow still do not understand that ETV is a no use total rip off and prolong its painful struggle towards a certain death by their persistance in sending SMSs..

The sat beams could then be made available to this new FTA niche market shopping channel, 'the chocolate bar channel'. No legal issues there, yet there is much more excitement to be found in eating chocolat bars than from watching ETV. Come to think of it, when placed in a warm studio environment, chocolat bars will probably move as much and likely more sexy than the ETV models.

I  agree with vappiano,as I said yesterday ([hidden link - please register] ) encryption(low cost 1 time card subscription) and than hot show with naked models(by day) and something like INXTC by night show is only way both etv and viewers/callers could be satisfied.. if etv has will to change something
